		<description>I think you&#039;ll be interested in a bill I&#039;m introducing next week on what are called &quot;collateral consequences&quot; of criminal convictions.  An example of a collateral consequence is employment disqualifications for persons with a criminal record, or a law that revokes a person&#039;s professional license when they are convicted of certain crimes.  Such employment disqualifications create barriers to people&#039;s ability to get on with their life and earn a living after they have done their time and paid their debt to society.  The bill I am proposing is based on model legislation and offers a case-by-case look at whether someone should be allowed to move past these barriers.  It won&#039;t stop people from being discriminated against because of their record, but it will help some people deal with legal consequences that go beyond the sentence they served.</description>

		<description>I want to thank you for the update and congratulations for SB189 passing. I am also doing a group project and my group member notified me of the changes in the law. As a former public health worker, I am excited to know that Colorado is able to protect the health of it&#039;s citizens. Hopefully other local health departments can take advantage of these wonderful changes.</description>

		<description>the current status of SB 189 is that it became effective in August of this year and public health officials in the City and County of Denver are now working on implementing protocols for programs in their jurisdiction.  I&#039;m not certain as to the time frame for that process, but we&#039;re hopeful that approved programs will be up and running very soon.  Outside of Denver I&#039;m not aware of any other local jurisdictions that are planning to implement programs, except that as noted in the blog post, Boulder has had a program in existence for many years now.  Local resources for tracking the implementation process in Denver would be Denver Environmental Health and the Harm Reduction Action Center.</description>

Just shy of $1 million in savings from the policy changes to criminal sentencing in HB 1338 were allocated to the Child Welfare line item I identified during the Long Bill debates.  This means that rather than take a 2% cut in reimbursement rates, providers will instead be cut by 1.48%.  The $1 million in general fund appropriated by HB 1338 draws down additional federal funds and cash funds, making it an important investment in the safety net providers in the Child Welfare system.</description>
